Prepare seasoned ground beef according to package directions. Heat quinoa and brown rice according to package directions.
Remove top and seeds from bell pepper. Place bell pepper in a small microwave-safe dish. Add 1 tablespoon water inside pepper. Microwave on HIGH 3 minutes, or until pepper is softened.
In a small bowl combine quinoa and brown rice with garlic, tomatoes, beef or sausage, mozzarella cheese and basil, if desired. Stuff mixture into prepared bell pepper. Microwave on HIGH 1 to 2 minutes, or until heated through. Top with Parmesan, if desired.
